Primary Function
The primary function of the Assistant Superintendent for Teaching and Learning is to provide leadership and vision in the ongoing planning, implementation, development, direction, review and evaluation of the district's curriculum and instructional services, career and technical education services, and ensure Student Success Plans are implemented in the district. The Assistant Superintendent for Teaching and Learning ensures that the district/school education objectives are aligned to state frameworks and to instructional practices that yield the highest standards of student achievement and instructional excellence. The Assistant Superintendent reports to the Superintendent, and participates as a member of the Superintendent's leadership team and will coordinate the hiring process and background checks of licensed and classified employees under the adopted budget. The Assistant Superintendent will supervise the employees of the district to ensure there is an evaluation of performance of employees. The Assistant Superintendent is responsible for the professional development of staff members so they can perform their jobs successfully.
Qualifications
The Assistant Superintendent of schools shall be the holder of a Superintendent's license. Preferred doctoral degree; minimum of specialist degree. The Assistant Superintendent of schools shall have at least three years of successful teaching experience, at least three years of building level administrative experience, and preferred experience as superintendent or assistant superintendent. The Assistant Superintendent of schools shall have the ability to coordinate and supervise the work of others and the ability to recognize the school system's needs with respect to district level budgeting, curriculum, teaching and learning.
Responsibilities
- Be directly responsible to the Superintendent of Schools.
- Assist the Superintendent in the preparation of the budget involving personnel, instruction, and professional development.
- Recommend personnel for hiring to the superintendent using best practices in a board approved selection process.
- Attend educational job fairs to recruit new teachers to the district and to fill vacancies. Develop relationships with universities to develop educational connections that would benefit the district.
- Supervise licensed personnel ensuring annual performance evaluations of all employees.
- Serve as liaison to parents and community to foster collaboration, vision building, and strategic planning. Attend community and school night events.
- Approve and distribute professional development money and expenditures. Approve and collaborate with schools and the federal coordinator of effective use of federal funding.
- Supervise the Director of Accountability, Assessment and Instructional Technology, Director of Federal Programs, Director of Special Services, Directors of Elementary and Secondary Teaching and Learning, Instructional Technology Facilitator, ESL/Title lll Coordinator, GT/AP Coordinator, and others as directed by the Superintendent.
- Co-evaluate building level principals.
- Make recommendations pertaining to policy and procedure to the Superintendent.
- Coordinate and supervise the Instructional Support program for the district, including implementation of a consistent K-12 Response to Intervention (RTI) system.
- Coordinate the Teacher Induction Program (New Teacher Academy), the Student Teacher Academy, and the New Leadership Academy.
- Participate in the supervision process of beginning teachers through classroom observations and conferences.
- Assist principals in developing Improvement Plans for marginal teachers and conduct observations of any teachers placed on an improvement plan.
- Attend and actively participate in professional association meeting and conferences at the local, county, state, and national levels.
- Perform any other duties assigned by the Superintendent.
